This crisis underscores how exclusion and structural violence produce catastrophic outcomes. We demand safe return of displaced peoples, full citizenship rights, and participation in governance. A peace plan must dismantle systems of discrimination and guarantee equal protection under law.

The Europe Peace Foundation calls on states and donors to condition aid on systemic human rights guarantees and inclusion of Rohingya voices in the political process.
